Contract No. 20-06-004 Sealed Proposals Will Be Received

CONTRACT NO. 20-06-004 Sealed Proposals will be received at the office of the Butler County Board of Commissioners, Butler County Government Services Center, 315 High Street, 6th Floor, Hamilton, Ohio 45011 until 10:30 a.m. EDT on Tuesday, June 9, 2020 and will be opened and read aloud at 10:45 a.m. or shortly thereafter in the Commissioners' Chambers on the 2nd Floor in the Butler County Government Services Center, for the following work at Butler County Regional Airport - Hogan Field: Section "1": T-Hangar Taxilane Pavement Rehabilitation and Marking, including asphalt pavement repairs (full depth removal and replacement), crack sealing, application of thermoplastic coal tar emulsion, pavement marking, and other associated items of work. Section "2": Runway Pavement Marking, including pavement marking removal, pavement marking and other associated items of work. Bidding Documents will be posted on the Butler County Board of Commissioners website (http://www.butler countycommissioners.org/) and hard copies may be obtained at the office of the Butler County Board of Commissioners. Bidders must register with Stantec Consulting Services, Inc., Nate Hall, at (614) 233-6705 so that they may be notified of any changes. Proposals shall be accompanied by a bid guaranty. Guaranty can be either a Bid Guaranty and Contract Bond with surety or sureties satisfactory to the Butler County Commissioners, or a certified check or a cashier's check on a solvent bank. Additional bid guaranty information is provided in the Information To Bidders. The bidder will be required to state in full detail, on his proposal, his experience in this class of work. Bids from contractors inexperienced in this particular class of work will not be considered. Work will be subject to the following federal requirements included in the Special Provisions: Civil Rights - General; Civil Rights - Title VI Assurances; Federal Fair Labor Standards Act; Occupational Safety and Health Act of 1970; Access to Records and Reports; Buy American Preference; Disadvantaged Business Enterprise; Energy Conservation Requirements; Certification of Offerer/Bidder Regarding Tax Delinquency and Felony Convictions, Trade Restriction Clause; Veteran's Preference; Copeland "Anti-Kickback Act; Davis-Bacon Labor Provisions; Distracted Driving; Affirmative Action Requirement; Equal Employment Opportunity; Prohibition of Segregated Facilities; Procurement of Recovered Materials; Termination of Contract; Governmentwide Debarment and Suspension; Contract Work Hours and Safety Standards Act Requirements; Lobbying and Influencing Federal Employees; Breach of Contract Terms; Clean Air and Water Pollution Control; and Governmentwide Requirements for Drug-free Workplace. Additional information on applicability of these regulations is contained in the Special Provisions of the Contract Documents. The project is also subject to the requirements of the State of Ohio relative to licensing of corporations organized under the laws of any other state and to the requirement for disclosure of the location of services that will be provided for this project. The Butler County Board of Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Award of work, if it is awarded, will be made to the lowest and best bidder whose proposal complies with all requirements prescribed. The right is reserved to waive any informalities or technical defects, as the interests of the Butler County Board of Commissioners may require, or to reject any or all proposals.
