Contract No. 23-05-002 Sealed Proposals Will Be Received

CONTRACT NO. 23-05-002 Sealed Proposals will be received at the office of the Butler County Board of Commissioners, Butler County Government Services Center, 315 High Street, 6th Floor, Hamilton, Ohio 45011 until 10:30 A.M. local time on June 20, 2023 and will be opened and read aloud at 10:45 A.M. or shortly thereafter in the Commissioners' Chamber on the 2nd Floor in the Butler County Government Services Center, for the following work at Butler County Regional Airport - Hogan Field: Base Bid: Runway Pavement Rehabilitation, including installing temporary airfield controls, pavement removal, unclassified excavation, cold milling, joint and crack repair, full and partial depth asphalt pavement, pavement marking, seeding, topsoiling, mulching, and other incidentals; Addition 1 Bid: Runway Pavement Grooving, including installing temporary airfield controls, cutting pavement grooves into asphalt pavement, and other incidentals; and Addition 2 Bid: Blast Pad Reconstruction, including installing temporary airfield controls, temporary erosion control, pavement removal, unclassified excavation, borrow excavation, full depth asphalt pavement, adjusting base mounted light fixtures to grade, pavement marking, seeding, topsoiling, mulching, and other incidentals. Bidding Documents may be obtained at the office of the Butler County Board of Commissioners or by query at www.butlercountyohio.org/ commissioner. Bids shall be accompanied by a bid guaranty. Guaranty can be either a Bid Guaranty and Contract Bond with surety or sureties satisfactory to the Butler County Commissioners, or a certified check or a cashier's check on a solvent bank. Additional bid guaranty information is provided in the Information to Bidders. The bidder will be required to state in full detail, in their proposal, their experience in this class of work. Bids from contractors inexperienced in this particular class of work will not be considered. Work will be subject to the following federal requirements included in the Special Provisions: Civil Rights: General; Civil Rights: Title VI Assurances; Federal Fair Labor Standards Act (Federal Minimum Wage); Occupational Safety and Health Act of 1970; Access to Records and Reports; Buy American Preferences; Disadvantaged Business Enterprises; Energy Conservation Requirements; Tax Delinquency and Felony Convictions; Trade Restriction Certification; Veteran's Preference; Copeland "Anti-Kickback" Act; Davis Bacon Requirements; Distracted Driving; Affirmative Action Requirement; Equal Employment Opportunity (EEO); Prohibition of Segregated Facilities; Procurement of Recovered Materials; Termination of Contract; Debarment and Suspension; Contract Work Hours and Safety Standards Act Requirements; Lobbying and Influencing Federal Employees; Breach of Contract Terms; Clean Air and Water Pollution Control; and Safety and General Construction Requirements. The Butler County Board of Commissioners has established a DBE Contract Goal of 6.2 percent of the dollar value of the contract for the construction on this project. The Butler County Board of Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Award of work, if it is awarded, will be made to the lowest and best bidder based on the total combined bid for all sections that are awarded FAA grant funding, and whose proposal complies with all requirements prescribed. The right is reserved to waive any informalities or technical defects, as the interests of the Butler County Board of Commissioners may require, or to reject any or all proposals.
