Notice of Availability for the Engineering Evaluation/ Cost Analysis for Non-Time Critical Removal Action at Spill Site 72P, Wright Patterson Air Force Base, Dayton, Ohio As lead agency, the Department of the United States Air Force (DAF), at Wright-Patterson Air Force Base, Ohio (WPAFB) is announcing a 30-day public review period of the Engineering Evaluation/ Cost Analysis (EE/CA) for the Non-Time Critical Removal Action (NTCRA) at per- and polyfluoroalkyl substances (PFAS) Spill Site 72P (SS072P). SS072P, also known as Aqueous Film-Forming Foam (AFFF) Area 1 is located at the Area B Hazardous Material Storage Facility (Buildings 478 & 479) at WPAFB where two AFFF releases from the fire suppression system occurred. The EE/CA addresses the presence of the PFAS constituents perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA) that are migrating via groundwater to surface water from AFFF Area 1 and is being implemented in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The EE/CA describes several viable alternatives that could be successfully implemented and identifies the preferred alternative that has the most potential for success at lowest cost. The DAF invites the public to review the proposed alternatives and the selected remedy and provide comments on the SS072P EE/CA. The preferred treatment alternative consists of capturing groundwater and surface water at the site, treatment of captured water using a series of passive basins consisting of pretretment using biologically active sand filter reed bed, and treatment using organoclay with a granular activated carbon (GAC) polishing phase. System discharge of treated water will be to the adjacent surface water drainage that ultimately flows to Outfall 1. Although this is the preferred alternative at the present time, the DAF welcomes the public's comments on all of the alternatives listed in the EE/CA. The comment period ends on December 10, 2022. The DAF will finalize the selected remedy after the comment period ends and may select any of the alternatives after considering all stakeholders inputs.
