Notice to Bidders 2022 Bryant Drive and Millard

NOTICE TO BIDDERS 2022 Bryant Drive and Millard Drive Water Main Replacement Project Notice is hereby given that sealed bids will be received by the City of Franklin, Ohio, until July 7, 2022, at 1:00 p.m., for the furnishing of labor and materials required for the repairing and maintaining of certain City streets and ways, according to the Instructions to Bidders, General Conditions, Specifications, Prevailing Wage and Plans included with the bid packets. Bidders interested in bidding on this Project must obtain a bid packet directly from the City. Bid packets may be picked up at the City Administration Building, 1 Benjamin Franklin Way, Franklin, OH 45005, (937) 746-9921, upon a nonrefundable deposit of $50.00. Bid packets requested to be sent by mail will be an additional $30.00 per packet. Bids shall be delivered to the same address and the outside of the sealed Bid shall be clearly marked with "City of Franklin 2022 Bryant Avenue and Millard Drive Water Main Replacement Project." Bids are to be submitted on the following proposal: the furnishing of labor and materials required to replace an 8" water main on Bryant Avenue from N. Main St. to Stadia Drive approximately 3500 feet and Millard Drive from E. Fourth St. to E. Second St. approximately 4500 feet. The project will include the installation of the water main including excavation and backfill, valves, fire hydrants, replacing the water services from the main to the meter pit, asphalt concrete base and surface course and storm sewers, all as directed by the City Engineer, and in accordance with the Specifications, Plans and Conditions included in the bid packets. Bids are to be submitted on a per unit basis and are to be for complete work, (including all items incidental to the project). The estimated cost for the project will not exceed $1,100,000 for Bryant Avenue and $1,500,000 for Millard Drive. Pursuant to ORC Section 153.54, no bid shall be considered unless it is accompanied by a Bid Bond for the full amount of the bid -OR- a cashier's check or certified check, issued by a responsible bank or trust company and payable to the order of the City of Franklin, in the sum of at least ten percent (10%) of the bid. The Bid Guaranty shall be enclosed with the sealed bid. This project will be funded by the Water Supply Revolving Loan Account Program as administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority. The Contractor shall note that there are Disadvantaged Business Enterprise participation goals for this project. This procurement is subject to the EPA policy on encouraging the participation of small business in rural areas (SBRAs). The City of Franklin reserves the right to reject any and all Bids and to waive any discrepancies or irregularities in the Bids.
