REQUEST FOR RELEASE OF FUNDS On or about, but not before, Thursday, March 30, 2023, the Board of Clark County Commissioners will submit a request to the State of Ohio for the release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of 1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA), as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for the following projects: Project Name: Community Development Block Grant Program PY2022 Allocation Project Activity: 1-New Carlisle Public Facilities/Park / 1-Parks & Recreational Facilities Source of Federal Funds: Community Development Block Grant (CDBG) Allocation Program Project Description: Clark County will assist the City of New Carlisle with improvements to the New Carlisle Park including construction of a basketball court and installation of an ADA swing to the existing swing set, The project will benefit 5,635 people, 58.03% of whom were considered Low-to-Moderate Income through American Community Survey (ACS) data. Primary beneficiaries are residents of the City of New Carlisle. Single or Multi-Year Project: Multi Year Location: New Carlisle Park, 412 North Church Street, New Carlisle, OH 45344 Estimated Cost of Project: $ 64,400 Project Name: Community Development Block Grant Program PY2022 Allocation Project Activity: 3-Springfield Township Street Rehabilitation / 1 Street Improvements Source of Federal Funds: Community Development Block Grant (CDBG) Allocation Program Project Description: Clark County will assist Springfield Township with reconstruction and repair of Broadview, Sunset, and Rocket streets. The project will benefit 248 people, 55.63% of whom were considered Low-to-Moderate Income through American Community Survey (ACS) data. Primary beneficiaries are residents of the Broadview, Sunset and Rocket Streets Neighborhood. Single or Multi-Year Project: Multi Year Location: Broadview, Sunset & Rocket Streets, Springfield Township, OH 45505 Estimated Cost of Project: $ 150,000 Project Name: Community Development Block Grant Program PY22 Critical Infrastructure Project Activity: 1-Fenwick Drive Street & Drainage Improvements / 1-Street Improvements Source of Federal Funds: Community Development Block Grant (CDBG) Critical Infrastructure Program Project Description: Clark County will assist the City of New Carlisle with street and drainage improvements on Fenwick Drive. The project will install dry wells, storm catchment basins, 1,258 linear feet of asphalt pavement, and 2,517 linear feet of curb and gutter to aid in drainage improvements. The project will benefit 144 people, 58.03% of whom were considered Low-to-Moderate Income through partial place American Community Survey (ACS) data. Primary beneficiaries are residents of the Fenwick Drive Neighborhood (58% LMI). Single or Multi-Year Project: Multi Year Location: Fenwick Drive, New Carlisle, OH 45344 Estimated Cost of Project: $ 407,500 FINDING OF NO SIGNIFICANT IMPACT The Board of Clark County Commissioners has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Records (ERR's) which are on file at the Clark County Community & Economic Development Department, 3130 East Main Street, Suite 1A. Springfield, OH 45505 and may be examined or copied weekdays 8:30 A.M to 4:30P.M. The ERR's may also be provided upon request electronically via email. Springfield, OH 45505 or by email to dlackovich-vangorp@ clarkcountyohio.gov PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR's to the Board of Clark County Commissioners by U.S. mail or email at the addresses above. All comments received before Thursday, March 30th, 2023 will be considered by the Board of Clark County Commissioners prior to authorizing submission of a request for release of funds. Comments should specify which Notice and Project they are addressing. ENVIRONMENTAL CERTIFICATION The Board of Clark County Commissioners certifies to the State of Ohio that Jennifer Hutchinson in her capacity as Clark County Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Board of Clark County Commissioners to use Program funds. OBJECTIONS TO RELEASE OF FUNDS The State of Ohio will accept objections to its release of funds and the Board of Clark County Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Board of Clark County Commissioners; (b) the Board of Clark County Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Development Services Agency, Office of Community Development at OCD@development. ohio.gov.
