The City of Trenton Will Be Proposing

The City of Trenton will be proposing the following amendments to City's Charter to be adopted. An amendment to section 2.03 eliminating City-specific financial auditing requirements, and instead requiring that City audits be conducted in accordance with auditing requirements under Ohio law. An amendment to section 2.051 eliminating the requirement that notice of a special meeting be personally served on each member of City Council or served on his or her usual place of residence at least twelve (12) hours prior to the meeting. An amendment to section 2.09 that formally defines how the office of a member of City Council becomes vacant and amending the deadline for Council to appoint a qualified person to a vacant Council seat from 30 days to 60 days. An amendment to section 3.02 readjusting the number of separate dates an ordinance or resolution must be read prior to passage from three separate days to two separate days. An amendment to section 3.04 and 3.07 eliminating the requirement that all ordinances and resolutions shall be displayed in the Public Library and eliminating the requirement that all ordinances and resolutions be posted at least two places within the City, but still requiring that all ordinances and resolutions be posted at the Municipal Building and still made available at Civic Hall. An amendment to section 4.05 that clarifies the relationship between the City Manager and the City Council, ensuring that the sole authority to appoint, suspend, or remove City employees is with the City Manager, unless otherwise brought to the City Council by the City Manager. Amendments to section 5.06 and 5.061 that retitle the head of the Department of Finance from Treasurer to Finance Director. An amendment to section 6.021 that authorizes each board, commission, agency, and authority of the City to create their own rules and procedures for the appointment of alternate members to serve in the absence of permanent members at any given meeting. An amendment to section 6.061 that removes the use of consultants as those in the unclassified service of the City. An amendment to section 8.03 that eliminates City-specific requirements for the initiative and referendum process, and instead requiring that initiative and referendum of any ordinance and resolution be conducted in accordance with general requirements under Ohio law. An amendment to section 9.05 that updates the process for proposal of amendments to the City Charter, including the appointment of a Special Charter Review Commission and authorizing the City Council to propose amendments to the City Charter. 9-14/2022
