NOTICE OF PUBLIC HEARING #2 STATE OF OHIO FY 2020 CDBG ALLOCATION PROGRAM June 3, 2020 DATE OF PUBLICATION: MAY 21 & 28, 2020 Clark County has received notice from the Ohio Development Services Agency, Office of Community Development (OCD) indicating that it has been allocated $268,000 under the FY 2020 Community Development Block Grant (CDBG) Allocation Program, a federally funded program administered by the State. These funds are available to Clark County provided it meets applicable requirements. On March 5th, 2020, a general public hearing was held at the Springview Government Center to inform citizens about this and other programs, how funds may be used, what activities are eligible, and other important program requirements. Applications were subsequently received from the City of New Carlisle, Madison Township and Springfield Township. Based upon both public input and local officials' assessment of need, Clark County will submit an FY 2020 CDBG Allocation Application for the following activities: CDBG OTHER NATIONAL ACTIVITY/LOCATION AMOUNT FUNDS OBJECTIVE Madison Township $ 40,500 $ 4,500 LMI Street Improvements (Hennigan Road) City of New Carlisle $ 173,900 $ 52,302 SBA Elimination of Area Blight (Demolition of Madison Street School) ADMINISTRATION - $ 40,200 FAIR HOUSING - $ 13,400 FY 2020 CDBG Formula Funds - $ 268,000 $ 56,802 Critical Infrastructure Competitive Funds $ 333,051 $ 38,117 LMI City of New Carlisle Street Improvements Project (Fenwick Drive) Administration $ 30,000 National Objective LMI = Activity will benefit low/moderate income households National Objection - SBA = Activity will benefit elimination of Slum/Blight in an Area Other Funds = Local funds A second Public Hearing will be held on Wednesday, June 3, 2020, at 10:00 A.M. in the Board of Clark County Commissioners Chambers, 5th Floor, 50 East Columbia St., Springfield, Ohio. This facility is handicapped accessible. The purpose of this hearing is to provide citizens an opportunity to review and comment on this application prior to its submission to the Ohio Development Services Agency. Citizens are encouraged to attend the Public Hearing on June 3, 2020, to express their views concerning this application.
