NOTICE OF PUBLIC MEETING THE CITY OF SPRINGFIELD DRAFT CONSOLIDATED PLAN FOR FY 2020 - 2024 Residents of the City of Springfield are invited to attend a public meeting to review and comment on the City's draft Consolidated Plan. The Consolidated Plan contains information on and identifies the City's Housing and Economic and Community Development needs and outlines the resources and strategies to address those needs over the next five years. The Plan covers the Community Development Block Grant (CDBG) Program, the Emergency Shelter Grant (ESG) Program, the HOME Investment Partnerships Program (HOME) as well as other community resources and details the strategies that will be used in determining those three programs' expenditures for the next five years, FY 2020 through FY 2024. Immediately following the hearing for the draft Consolidated Plan there will be a public meeting for: THE CITY OF SPRINGFIELD DRAFT ACTION PLAN FOR 2020 Residents of the City of Springfield are invited to attend this public meeting to review and comment on the City's draft Action Plan for the 2020 Program Year. The Action Plan contains information on the City's plans to address the Housing and Community Development needs delineated in the Consolidated Plan 2020 - 2024 and outlines the resources and strategies to address those needs for the 2020 Program Year. The Annual Plan covers the Community Development Block Grant (CDBG) Program, the Emergency Shelter Grant (ESG) Program, and the HOME Investment Partnerships Program (HOME) and details how those programs' funds will be spent for the 2020 Program Year starting April 1, 2020 and continuing through March 31, 2021. THE MEETINGS WILL TAKE PLACE ON MONDAY, FEBRUARY 24, 2020, AT 5:30 P.M. IN THE CITY HALL FORUM, 76 E. HIGH STREET. This Meeting is a prelude to the opening of the 30-day comment period for the Action Plan. Your participation is Encouraged - Attend, Listen, Comment. Projects for the upcoming grant period include Public Services, Public Facilities and Improvements, Housing Rehab and Repair and other improvements, Economic Development, Code Enforcement and Demolition, Fair Housing, New Housing Construction, Emergency Shelter Operations, Rapid Rehousing and Administration. This Hearing is a prelude to the opening of the 30-day comment period for the Consolidated Plan and the 2020 Action Plan. Your participation is encouraged - Attend, Listen, Comment. All interested agencies, groups and persons are invited to submit written comments on the proposed Plans for consideration by the City to the Community Development Department, 76 E. High Street, Springfield, Ohio 45502, Attn.: Consolidated Plan/Action Plan. Such written comments should be received on or before 5 P.M. on Thursday, March 26, 2020. Formal City Commission action regarding this proposed Plan will be scheduled after the 2020 allocation is released per the HUD memorandum issued by Principal Deputy Assistant Secretary David C. Woll, Jr. on December 10, 2019. The facilities for the hearing are handicapped accessible.
