Public Notice of Significant Industrial Pollution Violations

PUBLIC NOTICE OF SIGNIFICANT INDUSTRIAL POLLUTION VIOLATIONS The following is a list of significant industrial users of the City's wastewater collection system which have been found in Significant Non-Compliance with provisions of the Federal Clean Water Act and regulations found in Chapter 916 of the Codified Ordinances of the City Of Springfield during the year 2018: Industry Name: RAWAC Plating Corporation (RAWAC) Address: 125 North Bell Avenue Violation: Exceeded the percentage of Technical Review Criteria for Daily and Monthly Limit Violations for Total Zinc allowed by the USEPA and their Local Discharge Permit. Action Taken: RAWAC has been issued a Notice of Violation by the City of Springfield. Result: RAWAC has met with City officials and responded accordingly to all NOV's. RAWAC identified faulty parts in its pre-treatment process as the cause of the violations. RAWAC has continued to push forward with their return to compliance. The City is satisfied with the efforts RAWAC has made to remedy the cause of the violations. Industry Name: Springfield Regional Medical Center (SRMC) Address: 100 Medical Center Bouelvard Violation: Discharge of cleaning rags and other debris that caused a stoppage of the Publicly Owned Treatment Works and subsequent bypass of the Wastewater Treatment Plant to the Mad River. Action Taken: SRMC was issued a Notice of Violation and also fined $3,000. However, SRMC was given a 50% reduction for instituting a comprehensive training program. Result: SRMC has met with City officials and responded accordingly to all NOV's. SRMC has instituted an employee training program that included meetings and signage to prevent the issue from reoccurring. The City is pleased to note there have been no further stoppages with regard to SRMC. Industry Name: HEF-USA Address: 2015 Progress Drive Violation: Exceeded the percentage of Technical Review Criteria Daily Limit Violations for Total Chromium, Total Copper, Total Nickel and Total Zinc allowed by City of Springfield, Ohio Sewer Use Ordinance and their Local Discharge Permit. Action Taken: HEF-USA has been issued a Notice of Violation by the City of Springfield. Result: HEF-USA has met with City officials and responded accordingly to all NOV's. HEF-USA identified corroded tanks and pumps in their pretreatment system that caused the violations. HEF-USA has since replaced the tanks with non-metal units. The pumps have been replaced with upgraded units that better resist corrosion. The City is pleased with the efforts of HEF-USA to return to compliance. Industry Name: Pratt Industries (Pratt) Address: 1515 Baker Road Violation: Exceeded the percentage of Technical Review Criteria Daily Limit Violations for Total Copper allowed by City of Springfield, Ohio Sewer Use Ordinance and their Local Discharge Permit. Action Taken: Pratt has been issued a Notice of Violation by the City of Springfield. Result: Pratt has met with City officials and responded accordingly to all NOV's. Pratt identified problems with tanks and pumps in their equalization system that caused the violations. Pratt has since replaced the tanks with non-metal units and cleaned the pipes and sewers to remove the solids. The City is pleased with the efforts of Pratt to return to compliance.
