City of Carlisle General Engineering Services RFQ 00020-1 SECTION 00020 ADVERTISEMENT 1.1 STATEMENTS OF QUALIFICATIONS will be received by the City of Carlisle, Ohio (Warren and Montgomery Counties) electronically until 4:00 p.m., (local time) on Friday, March 20, 2026. Statements shall be submitted in PDF format directly to the City Manager at clohr@carlisleoh.gov. 1.2 SCOPE OF SERVICES to be performed under this contract shall consist of multidisciplinary general engineering services on an as-needed basis. Services may include municipal infrastructure engineering; development review and site engineering; stormwater and environmental services; traffic and transportation engineering; surveying services performed under the supervision of a Professional Surveyor licensed in the State of Ohio; capital improvement planning; bidding and construction administration; GIS and asset management support; and general advisory engineering services. The contract term shall be three (3) years with an optional two (2) year extension. 1.3 STATEMENTS OF QUALIFICATIONS shall include: (1) description of the qualifications of the firm or individual to provide the Scope of Services requested; (2) description of experience performing similar services, including specific projects, client names, and timeframes; (3) resumes of professional staff who would perform the work; (4) three (3) references from jurisdictions for which similar work was performed, including names, titles, email addresses, and telephone numbers; and (5) disclosure of any pending legal issues facing the firm or individual. 1.4 THE CITY OF CARLISLE reserves the right to waive any informalities or minor irregularities, reject any and all Statements of Qualifications that are incomplete, conditional, or obscure, and accept or reject any and all submissions with or without cause. There is no guarantee that the City will utilize the services of any firm or individual responding to this Request for Qualifications. The City reserves the right to obtain financial data or other supplemental information concerning the firm and/or its subcontractors if deemed relevant. Neither the City nor its representatives shall be liable for any expenses incurred in connection with the preparation of a response to this RFQ. The City reserves the right to accept the submission deemed most advantageous and in the best interest of the City. 1.5 SELECTION OF CONSULTANT may include interviews of selected firms. Following review of the Statements of Qualifications and any interviews conducted, the top-rated firm or consultant will be selected and contract terms negotiated.
