Public Notice of Availability of FY2024 Consolidated Annual Performance and Evaluation Report (CAPER) Montgomery County, Ohio, is has completed its FY2024 Program Year for the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG) programs from the U.S. Department of Housing and Urban Development (HUD). Montgomery County is preparing its Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is an annual report that outlines the program year's accomplishments. The report covers the period of October 1, 2024-September 30, 2025, with the County receiving $2,001,119 in CDBG, $951,838.62 in HOME, and $179,633 in ESG, for a total of $3,132,590.62 A minimum of 70% of CDBG must be used for activities that benefit low- and moderate-income persons, and all HOME funds must benefit those households at 80% or less of area median income. Activities carried out during the program year included housing, public improvements, demolition, business retention, fair housing, homelessness prevention, and program administration. The draft CAPER will be available for review and public comment from November 19, 2025 to December 3, 2025. This notice begins the 15-day citizen review period, as approved by HUD. Copies of the draft CAPER will be available for public examination at BS-CED during normal business hours by appointment only. Any public comments received during the comment period will be included in the final report.
