CITY OF FAIRFIELD, OHIO REQUEST FOR QUALIFICATIONS (RFQ) Construction Manager-At-Risk (CMR) Services for Marsh Park Phase 1 Construction Qualifications will be received via the Bid Express website at www.bidexpress.com until 3:00 p.m. Local Time, Monday, February 9, 2026 for Construction Manager-At-Risk (CMR) services for the City's planned Marsh Park Phase 1 Construction Project. Qualification packages will then be publicly opened in Council Chambers at the Fairfield Municipal Building, 5350 Pleasant Avenue, Fairfield, Ohio. Each interested firm is required to submit their statement of qualifications at www.bidexpress.com . Paper and fax copies as well as electronic copies submitted outside of the Bid Express website will not be accepted. Free registration with Bid Express will allow a firm to review and print all RFQ documents. An electronic signature or digital ID along with a per bid/submittal fee or monthly subscription will be required for firms to submit a statement of qualifications. Information about this request for qualifications, including project summary, schedules, RFQ evaluation criteria, qualifications submittal instructions and requirements, and other details, can be obtained electronically at: https://www.bidexpress.com/businesses/98955/home A hard copy of the RFQ package may be viewed at the City of Fairfield Municipal Building, 5350 Pleasant Avenue, Fairfield, Ohio 45014 (513-896-8153). This RFQ is open to all qualified firms. Based on the submitted qualifications, the City will select and rank not fewer than three firms which it considers to be the most qualified to provide the required CMR services. The City will then issue a Request for Proposal (RFP) to this short-list of qualified firms, at which point firms will have the opportunity to visit the site and interview with City staff. The proposals will then be scored considering factors including but not limited to project approach and pricing, and City will enter into contract negotiations for CMR services with the firm whose proposal is determined to be the best value, in accordance with applicable Ohio Revised Code requirements. The City of Fairfield reserves the right to reject any or all qualifications or to correct or waive irregularities should it be deemed in the best interest of the City of Fairfield, Ohio to do so.
