CITY OF FAIRFIELD, OHIO SECTION C NOTICE TO BIDDERS 2026 PUBLIC UTILITIES RIVER ROAD SANITARY SEWER EXTENSION Sealed proposals will be received via Bid Express website at www.bidexpress.com until 3:00 P.M. local time on Monday, October 5, 2026, for furnishing all labor, materials and equipment necessary to complete the project known as 2026 PUBLIC UTILITIES RIVER ROAD SANITARY SEWER EXTENSION and at which time and place all bids will be publicly opened in Council Chambers at the Fairfield Municipal Building, 5350 Pleasant Avenue, Fairfield Ohio. Each bidder is required to submit their bid via Bid Express at www.bidexpress.com using the electronic forms furnished by the City. Paper and fax copies as well as electronic copies submitted outside of the Bid Express website will not be accepted for bid submittal. Free registration with Bid Express will allow a bidder to review and print all project plans. An electronic signature or digital ID along with a per bid fee or monthly subscription will be required for bidders to submit an electronic bid. A hard copy of project specifications may be viewed at the City of Fairfield Public Utility Department, 5021 Groh Lane, Fairfield Ohio 45014 during normal business hours. Each bidder must furnish with its proposal, a bid guaranty in accordance with Section 153.54 of the Ohio Revised Code. Bid Security furnished in bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. A completed Non-Collusion Affidavit and Affidavit of Non- Delinquency of Personal Property Taxes are also required. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used. Prospective bidders may submit questions and inquiries about the project via the Bid Express website. All inquiries must be submitted no later than 2:00 pm on September 30, 2026. Bid prices must be firm for a period of ninety (90) days following the bid opening date. City anticipates the contract will be awarded and the notice to proceed will be issued in December 2026. All work must be completed within one-hundred eighty (180) calendar days after the issuance of Notice to Proceed. The City of Fairfield reserves the right to reject any or all bids or to correct or waive irregularities in bids should it be deemed in the best interest of the City of Fairfield, Ohio to do so.
