Council on Aging of Southwestern Ohio (COA) is seeking competitive, sealed electronic proposals from qualified not-for profit organizations and public agencies, interested in contracting with COA to become a provider for older adults of COA's Elderly Services Program (ESP). These Request for Proposals (RFP) are for the delivery of Home Care Assistance (HCA), ESP Transportation, and home52 Transportation services as outlined in the corresponding RFPs for Butler, Clinton, Hamilton, and Warren County. Starting April 15, 2026, the link to the three electronic RFPs will be available on COA's webpage https://www.help4seniors.org/ service-providers/working-with- coa/requests-for-proposal/. COA will have three bidders conferences, one for each RFP, that are to be held on April 22, 2026. Each bidders conference will cover information regarding a specific RFP and the services listed within it. Please see each RFP for more information regarding these meetings. Completed proposals for each of these three RFPs must be submitted May 27, 2026 before 12:00 p.m. EST. 4-10/2026
