DOCUMENT 00020 NOTICE TO BIDDERS Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 3rd Floor, Springview Government Center, 3130 East Main Street, Springfield, Ohio 45503, UNTIL THURSDAY, MAY 28, 2026, AT 10:00 A.M. for the Donnelsville Water System project, for the Clark County Utilities Department, pursuant to the bid plans and specifications. The bid for this project includes the following general construction: installation of approximately 30,000 linear feet (LF) of 12-inch diameter ductile iron pipe (DIP) waterline using the open cut method, 8000 linear feet (LF) of 8-inch diameter ductile iron pipe (DIP) waterline using the open cut method, 2400 linear feet (LF) of 12-inch diameter waterline installed using the directional drill method, construction of a booster station, construction of a 100,000 gallon water tower, installation of fire hydrants and valves. Work includes trench excavation, trenchless excavation, waterline and appurtenances installation, trench backfilling, waterline disinfection and testing, pavement and driveway repair, removal of trees, site restoration, maintenance of traffic and installation and maintenance of erosion control measures. PLEASE NOTE: BIDS DELIVERED/ RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 A.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required. Bids will be opened by the Clerk in public session at approximately 10:00 A.M. in the Commission Conference Room, 3rd Floor Springview Government Center, 3130 East Main Street, Springfield, Ohio 45503. Bids shall be clearly marked on the outside of the envelope in the lower left- hand corner as "Bid for the Donnelsville Water System Project". The name and address of the bidder must also appear on the outside of the envelope. Each bid must be accompanied by a bid guaranty in the form of either: a bond for the full amount of the bid; or a certified check or cashier's check in the amount of 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. FAILURE TO SUBMIT A PROPER BOND WILL AUTOMATICALLY INVALIDATE THE BID. Successful bidder will be required to post an acceptable Performance Bond in an amount equal to 100% of the contract price. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements / tests, a copy of which are included in the bid documents. Attention of the bidders is called to the following: compliance with the County's Equal Opportunity Policy; and signing of a Non-Collusion Affidavit, a Personal Property Tax Statement, a Non-Discrimination Provision, and an Affidavit in Compliance with ORC 3515.13, which are to be included and returned with the bid.
