LEGAL NOTICE CONTRACT #26-20 NW WASHINGTON & W ELKTON ROUNDABOUT GAS MAIN RELOCATION CITY OF HAMILTON, OHIO Electronic bids will be received through Bid Express by the City of Hamilton, Ohio ("Owner"), until 2:00 pm, local time, Friday, April 17, 2026, at which time bids will be opened publicly and read immediately thereafter at 345 High Street, Hamilton, Ohio 45011 for furnishing of all necessary permits, labor, material, and services necessary for: Contract #26-20 NW Washington & W Elkton Roundabout Gas Main Relocation (the "Project"), as more fully described in the Contract Documents prepared by City of Hamilton ("Design Professional"). Bids will not be accepted after this time. Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best responsible bid(s). Any questions must be received by the Owner through Bid Express no later than 2:00 pm, local time, on Friday, April 10, 2026 in order to provide an addendum to all plan holders. In general, the improvements on which proposals are requested will require the installation of a gas main, as described below: 75 lineal feet of 18" steel casing, 180 lineal feet of 10" steel gas main to be inserted into the casing, miscellaneous welding work, hard and soft restoration, and other miscellaneous items. An Alternate 1 Bid is of 10" Steel Gas Main Stopple Work that may need to be conducted. The City will notify the contractor is this work is approved. The proposed 18" steel casing and the proposed 10" steel gas main must be installed across the roadway during the school summer break (May 25, 2026- August 12, 2026); this work must be completed by August 7, 2026. The entire project must be completed by August 31, 2026. The Contractor shall be aware that the city will shutdown the existing 10" steel gas main for only a two (2) week period. All material used on this project must comply with the Build America Buy America act (BABA). This act is part of the Infrastructure Investment and Jobs Act (IIJA) sections 70901 through 70917. BABA is implemented by 2 C.F.R. Part 184, Buy America preferences for infrastructure projects. The Contractor shall be aware that all material used on this project must be BABA complaint. The Contractor must submit all BABA certifications on all their proposed material to the City prior to installation. The City will be requesting these material BABA certifications, along with all material shop drawings, prior to awarding the project to the Contractor. The electronic bids can only be submitted through Bid Express and must be electronically endorsed by the Bidder. Contract documents are available through the Bid Express Website at: www.bidexpress.com. This is a prevailing wage project. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best responsible bidder(s). All contractors and/or subcontractors whose employees perform work on a City of Hamilton gas pipeline system must have on file or submit with the bid proposal a copy of the contractor's Operators Qualification Plan and a current P.H.M.S.A. Pipeline Drug & Alcohol Plan. The contractor that will be conducting any welding must be certified through the API 1104 20th edition process. They must submit their initial certification records, each of their subsequent re-qualification records as well as the procedure qualification record (PQR's) for their certification.
