LEGAL NOTICE - INVITATION TO BID Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 3130 East Main Street, 3rd Floor, Springfield, Ohio 45503, UNTIL Thursday, February 26, 2026, at 10:00 a.m. for the 2026 Unit Prices Asphalt Emulsion, Fog Seal & Aggregate, for Clark County, pursuant to the bid specifications. PLEASE NOTE: BIDS DELIVERED / RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 A.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. Specifications, estimated quantities, and bid documents can be obtained at the Office of the Clark County Engineer, 4075 Laybourne Road, Springfield, Ohio 45505, telephone (937) 521-1800. Specifications will also be on file in the plan rooms of Dodge Construction Network as well as The Builder's Exchange, Inc. Bids will be accepted for the following items: 1) Unit Prices for Asphalt Emulsion 2) Unit Prices for Fog Seal Emulsion 3) Unit Prices for No. 8 Cover Aggregate 4) Unit Prices for Various Aggregate Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk's Office, Board of Clark County Commissioners, 3rd Floor, 3130 East Main Street, Springfield, Ohio, no later than February 26, 2026, at 10:00 a.m. Bids will immediately be opened on February 26, 2026, by the Clerk in public session at approximately 10:00 a.m. in the Clerk's Office of the Clark County Commission Offices located at the Springview Government Center, 3130 East Main Street, 3rd Floor Springfield, Ohio 45503 by the date and time specified in the legal notice. Bids shall be clearly marked on the outside of the envelope in the lower left- hand corner as "2026 Unit Prices Asphalt Emulsion, Fog Seal & Aggregate". The name and address of the bidder must also appear on the outside of the envelope. Bidders must be approved by the Ohio Department of Transportation as an approved producer supplier according to the Office of Material Management for the applicable items being bid. Each bid for the 2026 Unit Prices Asphalt Emulsion, Fog Seal & Aggregate Unit Price Contract must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be in the full amount of the bid. The bond must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Bid security furnished in the form of a certified check or cashier's check shall be equal to 5% of the bid. Checks should be made payable to the Board of Clark County Commissioners. Failure to submit a proper Bid Guaranty will automatically invalidate the bid! Bidders must submit the following: Bid bond, Non-Discrimination Provision, Non-Collusion Bid Affidavit, Affidavit 3517, Personal Property Tax Statement. The successful bidder must also submit a contract bond and meet the County's insurance requirements (requirements are included in the bid package). Please Note: the County is exempt from all Federal, State, Local and/or Excise Taxes. The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the bid document.
