LEGAL NOTICE REQUEST FOR QUALIFICATIONS AND REQUEST FOR PRICING & TECHNICAL PROPOSALS FOR CONSTRUCTION MANAGER-AT-RISK SERVICES The Bradford Public Library, Board of Trustees ("Owner") is soliciting Statements of Qualifications (RFQ) and Pricing and Technical Proposals (RFP) from firms interested in providing Construction Manager-at-Risk services for the Owner's 'Addition & Renovation Project' ("Project"), in accordance with R.C. 153.65 through 153.73. Project Description: The Project is located at 138 E. Main Street, Bradford, OH 45308. The Project contemplates the construction and delivery of an approximate 2,600 sqft. addition and 1,500 sqft. interior renovation. The Owner's estimated total project budget for the work is $1.6 million dollars. Procurement Process: This solicitation combines both an RFQ and RFP. Qualified responses should include both a Statement of Qualifications and a completed Pricing & Technical Proposal. The Owner will evaluate all received qualifications and shortlist no fewer than three (3) firms, unless fewer than three qualified submittals are received. The Owner will then review and evaluate only the Pricing & Technical Proposals from shortlisted firms. Award will be made to the firm determined to provide the best-value to the Owner (best-value selection). Pre-Proposal Meeting & Site Visit: A Pre-Proposal meeting & Site Visit will be held for all interested firms on May 6th, 2026 at 10:00 AM (EST) at 138 E. Main Street, Bradford, OH 45308. Availability of Documents: The RFQ/RFP documents prepared by the Owner's Architect/Engineer for the Project are available via: Key Blue Prints Inc., 411 Elliott Ave, Cincinnati, Ohio 45215, 513-821-2111 www.keycompanies.com. Documents will be forwarded at requestor's expense. Submission Deadline: Physical submissions must be received by Stacie Layman, Director, Bradford Public Library, at 138 E. Main Street, Bradford, OH 45308 no later than 4:00 PM (EST) on May 15th, 2026. Questions regarding this solicitation must be submitted in writing to Stacie Layman, at bradfordpublic@gmail.com no later than 4:00 PM (EST) on May 11th, 2026. Material responses will be issued via addendum. The Owner reserves the right to accept or reject any or all submissions, to waive minor irregularities, and to conduct such investigations as are necessary to determine the responsibility of proposers.
