Montgomery County Alcohol, Drug Addiction, & Mental Health Services (ADAMHS) will be releasing the Application for Funding (AFF) for program proposals to be implemented from January 1, 2027 December 31, 2027. Applications are being accepted for treatment & supportive services and prevention & early intervention services for mental health and substance use disorders. Proposals should address the behavioral health needs in the Montgomery County community. Statutorily mandated services will be given priority. Those interested in applying for funding must meet the applicable funding guidelines and complete an online application. While not mandatory, applicants are strongly encouraged to attend the Bidders Conference on Wednesday, June 24 at 10 a.m. for informational purposes. The Bidders Conference will occur in person in the ADAMHS Training Room at 409 E. Monument Avenue, Dayton, Ohio 45402 Second Floor. The Zoom link will be included in the Request for Application. Treatment & Supportive Services and Prevention & Early Intervention staff will host one-on-one TA sessions the week of July 6 for programmatic related questions. ADAMHS reserves the right to reject proposals and/or fund less than the requested amount. Any agency that receives ADAMHS funding will enter into a contract with ADAMHS before any payment of allocated funds. All decisions of ADAMHS on the allocation of funds are final and are contingent upon the receipt of allocations from the Ohio Department of Behavioral Health and the Human Services Levy Fund. Minimum Eligibility Requirements All applications will be pre-screened to ensure the organization and program meet the minimum eligibility requirements to contract for services. Minimum requirements are outlined below. Any applications not meeting the standards outlined in this section will not be considered for funding in this application cycle. Must provide behavioral health, prevention or early intervention, treatment, or supportive services Must provide services in Montgomery County, Ohio Must be in existence for at least one year Must not engage in political or lobbying activities with the funds Must be registered to do business in the State of Ohio Must be current on all taxes Faith-based organizations are eligible and encouraged to apply, but religious content and/or activities which seek to proselytize may not be required in order to access the services for which funding is requested Applicants shall address all requirements, contain each agency/organization's legal name, and be electronically signed by officials authorized by the organization to execute a contract. Any changes required in the AFF require an amendment to the AFF. Applications for School-Based Prevention Services are due July 10, 2026 at 5 p.m. Proposals for all other programs are due by July 31, 2026 at 5 p.m. Late proposals will not be considered. The duties of ADAMHS specifically include the evaluation, development, and assessment of community mental health, alcohol, and drug addiction needs, services, and programs under the Ohio Revised Code Chapter 340.
