NOTICE OF PUBLIC HEARING #2 State of Ohio Program Year 2026 CDBG and HOME Funding DATE: June 3rd, 2026 5:00 PM LOCATION: 3130 East Main Street, Springfield, Ohio 45503 Springview Government Center (Room 151) Date of Publication: Monday, May 25th, 2026 Clark County intends to submit applications to the Ohio Department of Development for funding under the Community Development Block Grant (CDBG) and HOME Programs, which are federally funded programs administered by the State of Ohio. On April 14th, 2026 a public hearing was held at the Springview Government Center to inform citizens and community partners about these and other programs, how funds may be used, what activities are eligible, and other important program requirements. Project applications were subsequently received from community partners. Based upon public input and local officials' assessment of need, projects selected to be included in the PY26 CDBG Allocation application; and competitive grant applications including Critical Infrastructure and Community Housing Improvement and Preservation include: PY2026 CDBG Allocation Program Project CDBG Funding: $ 288,000 Project Other Funding: $ 0 $ 288,000 Project Timeline: 01 Sep 2026 31 Oct 2028 Project Activities: $ 110,000 - Street/Drainage Improvements: Springfield TWP $ 120,400 Drainage Improvements: Bethel TWP $ 14,400 - Fair Housing $ 43,200 - Grant Administration $ 288,000 Project Locations: Valley Drive, Springfield TWP (Block Group1/Census Tract10) Cooper Ditch, Bethel TWP (Block Group2/Census Tract29.01) National Objective: Benefit 51% or More Low- Moderate Income Households PY2026 CDBG Critical Infrastructure Program Project CDBG Funding: $ 500,000 Project Other Funding: $ 80,433 (City of New Carlisle) $ 580,433 Project Timeline: 01 Sep 2026 31 Oct 2028 Project Activities: $ 545,433 - Street & Drainage Improvement $ 35,000 Grant Administration $ 580,433 Project Locations: Rawson Drive, New Carlisle (Census Tract 17.01 Clark County) National Objective: Benefit 51% or More Low- Moderate Income Households PY2026 Community Housing Improvement & Preservation Program (CHIP) Project CDBG/HOME Funding: $ 550,000 Project Other Funding: $ 0 $ 550,000 Project Timeline: 01 Dec 2026 30 Apr 2029 Project Partner: City of New Carlisle Project Activities: $ 200,000 - Private Homeowner Repair $ 300,000 - Private Homeowner Rehabilitation $ 50,000 Grant Administration $ 550,000 Project Locations: Clark County (Outside of the City of Springfield) Clark County, City of New Carlisle National Objective: Benefit Low-Moderate Income Households A second Public Hearing will be held on June 3rd,, 2026 at 5:00 PM in the Board of Clark County Commissioners Chambers, 3130 East Main Street, Room 151, Springfield, Ohio. This facility is handicapped accessible. The purpose of this hearing is to provide citizens with an opportunity to review and comment on these project applications prior to submission to the Ohio Department of Development. Citizens are encouraged to attend the Public Hearing on June 3rd, 2026 to express their views concerning these applications.
