ADVERTISEMENT FOR BIDS (LEGAL NOTICE) 1. Sealed Bids for Lebanon for Bid #26-09 "SCADA Upgrade Project Major Equipment" will be received By the City of Lebanon, Ohio at the office of the City Manager, 50 South Broadway, Lebanon, Ohio 45036 until 2:00 p.m. Local Time April 13, 2026 and at that time and place will be publicly opened and read aloud. 2. The proposed Work consists of furnishing and installing a complete SCADA system to replace and upgrade the City's existing master station and operator workstation. The existing SCADA system was supplied by QEI Inc, approximately 10 years ago. The master station consists of a single computer/server with HDD, alarm printer, 16 port terminal serial server, network switch and satellite clock. The operator workstation is a desktop computer running Microsoft Windows and includes two color monitors, keyboard, mouse and CD ROM drive. Communications to the Remote Terminal Units is via one single mode fiber optic loop, one utilizing DNP3.0 protocol over IP. 3. The contract documents and Specifications for the project will be available at the office of the Engineer, GPD Group, 520 South Main Street, Suite 2531, Akron, Ohio 44311-1010. All bids shall be signed and submitted in duplicate on the blanks, which are provided separately with the Specifications. Bids shall state the price by item and shall be enclosed in a sealed envelope marked: Bids for City of Lebanon SCADA Upgrade Project and addressed to the attention: City Manager 50 South Broadway Lebanon, Ohio 45036 5. Bidders must use the printed forms provided in the bidding document therefore, as none other will be accepted. Each proposal must contain the full name of the party or parties making the same, and all parties interested therein and must include a notarized non-collusion clause. 6. Bidders may submit proposals for all Bid Items. 7. The bid shall be accompanied by a bid bond in accordance with the Ohio Revised Code 153.54, redeemable by the City of Lebanon, Ohio for ten percent (10%) of the total amount of the bid as a guarantee that if the bid is accepted, a contract will be entered into. In lieu of a "bid bond," a certified check, on a solvent bank, made payable to The City of Lebanon, in the sum of ten percent (10%) of the total amount of the bid will also be accepted as a guarantee that if the bid is accepted, a contract will be entered into. 8. The successful bidder will be required to post a Performance-Payment Bond in the amount of one hundred percent (100%) of the total amount of the contract awarded. 9. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. 10. The City of Lebanon, Ohio reserves the right to reject any or all bids and to waive any irregularities in bidding.
