INVITATION TO BID LEGAL NOTICE Sealed BIDS for the contract to construct the Gilmore Ponds MetroPark - Elevated Boardwalk Trail Connector (2026-003) will be received by the Board of Park Commissioners at 2051 Timberman Road, Hamilton, OH 45013, via BidExpress service (www.BidExpress.com/businesses/65146/home), until 2:00 P.M. (local time) on August 27th, 2026, opened, and read aloud. Paper Bids and Bids submitted via e-mail will not be considered for the bid request. The project is described as follows: Construction of an Elevated Boardwalk Trail Connector in accordance with design/construction specifications. The Elevated Boardwalk Trail Connector will be approximately 386 feet in length and connect the North Gilmore Road parking area within Gilmore Ponds MetroPark to the Wetlands Trail. The Elevated Boardwalk is designed to include top/down construction methodology of a precast concrete boardwalk system using helical piles to minimize park area disturbance. The project specifications are based upon products designed and supplied by TerraTread® Concrete Boardwalk Systems, or approved equal. All such proprietary specifications shall be interpreted as if followed by the words "or approved equal" with requirements for submitting alternatives provided in the design/construction specifications. Bids will be considered on alternative models, brands, or products of manufacturers; however, the burden of proof of the proposed alternative remains on prospective bidder and must be submitted for approval 14 days prior to the bid due date. The project also includes the removal and disposal of a similar length plastic, "floating walkway" located approximately 70 feet to the west of the planned new Elevated Boardwalk Trail Connector. Portions of the removed floating walkway, after consideration of condition, may be stored at the project site for reuse by MetroPark's staff. The site is located within a park generally open to the public from dawn to dusk. OPTIONAL pre-bid meetings will be held at the project site, Gilmore Ponds MetroPark at the North Gilmore parking area at 7950 North Gilmore Road in Hamilton, Ohio 45015, on August 11th, 2026 at 10:00 a.m. and at 1:00 pm(local time). Meeting minutes will not be recorded or distributed. Attendance of an OPTIONAL pre-bid meeting is not required to Bid on the Project. Each Bidder is required to furnish with its proposal a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code. Such Bid Guaranty shall be in the form of either a bond, secured by a corporate surety, in the amount of 100% of the bid amount; or a certified check, cashier's check, or irrevocable letter of credit, made payable to MetroParks of Butler County, in an amount equal to 10% of the Bid amount. All corporate sureties shall be licensed in the State of Ohio to provide said surety. The Board intends to award a contract to the best value bidder submitted in accordance with the requirements of these bidding documents with prioritization to installation methodology, schedule, and price. This is a prevailing wage project. The Board of MetroParks Commissioners reserves the right to reject any or all bids and to waive any nonmaterial irregularities in the bidding. No contract will be awarded if the lowest and best combined bid is in excess of 20% above the Engineer's pre-bid estimate of cost.
