LEGAL NOTICE Notice is hereby given that on August 25, 2026, the City Commission of Springfield, Ohio, passed the following legislation: Ordinance No. 26-220, Amending Ordinance No. 22-138 to modify the residential rehabilitation tax exemption available within the Springfield Revitalization Community Reinvestment Area pursuant to Ohio Revised Code Sections 3735.65 through 3735.70. WHEREAS, the City Commission established the Springfield Revitalization; and WHEREAS, the City Commission desires to encourage additional investment in the rehabilitation of existing residential housing throughout the Springfield Revitalization Community Reinvestment Area; and WHEREAS, the City Commission finds that increasing the period of exemption for qualifying residential rehabilitation projects will encourage reinvestment in existing housing, promote neighborhood stabilization, preserve residential property values, and further the public purposes set forth in Ohio Revised Code Sections 3735.65 through 3735.70; NOW, THEREFORE: BE IT ORDAINED by the City Commission of the City of Springfield, Ohio: Section 1. The findings set forth in the recitals of this Ordinance are hereby adopted and incorporated herein as though fully rewritten. Section 2. Section 5(b)iii of Ordinance No. 22-138 is hereby amended to read as follows: Exemptions with regard to remodeling of residential property shall be for fifteen (15) years; however, remodeling that results in residential property comprised of more than two family units when the remodeling increases the market value by $5,000 or more shall be for fifteen (15) years, as permitted under Ohio Revised Code Section 3735.67. Section 3. Except as expressly amended by this Ordinance, Ordinance Nos. 19-67 and 22-138 shall remain in full force and effect. Section 4. The Housing Officer shall continue to administer the Springfield Revitalization Community Reinvestment Area Program in accordance with Ordinance No. 19-67 and Ordinance No. 22-138, as amended, and Ohio Revised Code Sections 3735.65 through 3735.70. Section 5. The amendments adopted by this Ordinance shall apply only to applications for residential rehabilitation exemptions filed on or after the effective date of this Ordinance. Section 6. The City Commission hereby finds and determines that all formal actions relative to the passage of this Ordinance were taken in an open meeting of this Commission and that all deliberations of this Commission and its committees, if any, which resulted in formal action were taken in meetings open to the public in full compliance with Ohio Revised Code Section 121.22. Section 7. This Ordinance shall take effect and be in force fourteen (14) days after the date of its passage. PASSED this 25th day of August, A.D., 2026. Ordinance No. 26-221, Implementing Sections 3735.65 through 3735.70 of the Ohio Revised Code, amending the Springfield Revitalization Community Reinvestment Area in The City of Springfield, Ohio, and designating a housing officer to administer the program. WHEREAS, this City Commission established the Springfield Revitalization Community Reinvestment Area as authorized in Ordinance No. 19-67, and further expanded the Springfield Revitalization Community Reinvestment Area by Ordinance 22-138; and WHEREAS, the City Commission has reviewed a completed Community Reinvestment Area Housing Study dated January 2026, which demonstrates that additional areas within the City satisfy the criteria established by Ohio Revised Code Sections 3735.65 through 3735.70 for inclusion within the Springfield Revitalization Community Reinvestment Area; and WHEREAS, based upon the findings of the January 2026 Community Reinvestment Area Housing Study, the City Commission finds that expansion of the Springfield Revitalization Community Reinvestment Area will encourage residential reinvestment, rehabilitation of existing housing, new housing construction, neighborhood stabilization, and economic development in areas where such investment has historically been discouraged; NOW, THEREFORE: BE IT ORDAINED by the City Commission of the City of Springfield, Ohio: Section 1. That this Commission adopts the findings set forth in the recitals to this Ordinance which are incorporated herein and made a part of this Ordinance. Section 2. The Springfield Revitalization Community Reinvestment Area, as previously established in Ordinance Nos. 19-67 and 22-138, is hereby expanded as depicted on Exhibit A, attached hereto and incorporated herein by reference. The boundaries shown on Exhibit A constitute the official boundaries of the Springfield Revitalization Community Reinvestment Area, with the exception that the following Tax Increment Financing Areas as depicted on Exhibit B are exempt: Bridgewater TIF Project; Maple Grove TIF Project; Sycamore Ridge TIF Project. Section 3. Residential development that is consistent with the applicable zoning regulations within the designated Springfield Revitalization Community Reinvestment Area shall be eligible to apply for exemptions under this program. Eligible residential development may include new residential construction, qualified residential rehabilitation, owner-occupied residential property, and rental residential property, subject to the requirements of Ohio Revised Code Sections 3735.65 through 3735.70 and approval by the City Commission. Section 4. All projects located within the designated Springfield Revitalization Community Reinvestment Area shall be administered in accordance with Ordinance Nos. 19-67 and 22-138, as amended, and Ohio Revised Code Sections 3735.65 through 3735.70 in order to be considered for participation in the Community Reinvestment Area Program. Section 5. That to administer and implement the provisions of this Ordinance, the City Manager, or his/her designee, is designated as the Housing Officer as described in ORC Sections 3735.65 through 3735.70. Section 6. That this Commission reserves the right to re-evaluate the designation of the Springfield Revitalization Community Reinvestment Area after December 31, 2026, and annually thereafter, at which times this Commission may direct the Housing Officer not to accept any new applications for exemptions as described in Section 3735.67 of the ORC. Section 7. That a "Community Reinvestment Area Housing Council" previously established pursuant to Ordinance No. 19-67 and 22-138 shall continue, consisting of two members appointed by the Mayor, two members appointed by this Commission and one member appointed by the City Planning Board. The majority of the members shall then appoint two additional members who shall be residents within The City of Springfield, Ohio. Terms of the members of the Community Reinvestment Area Housing Council shall be for three years. An unexpired term resulting from a vacancy in the Community Reinvestment Area Housing Council shall be filled in the same manner as the initial appointment was made. That the Community Reinvestment Area Housing Council shall make an annual inspection of the properties within the district for which an exemption has been granted under Section 3735.67 of the ORC. The Community Reinvestment Area Housing Council shall also hear appeals under 3735.70 of the ORC. Section 8. That this Commission hereby finds and determines that all formal actions relative to the passage of this Ordinance were taken in an open meeting of this Commission, that all deliberations of this Commission and of its committees, if any, which resulted in formal action were taken in meetings open to the public, in full compliance with the applicable legal requirements, including Section 121.22 of the ORC. Section 9. The City Manager is authorized and directed to submit this Ordinance, together with the official Community Reinvestment Area Boundary Map (Exhibit A), the 2026 Community Reinvestment Area Housing Study, and any additional documentation required by the Ohio Department of Development to obtain confirmation of the findings contained herein pursuant to Ohio Revised Code Section 3735.66. Section 10. That this Ordinance shall take effect and be in force from and after fourteen (14) days from the date of its passage. PASSED this 25th day of August, A.D., 2026.
