The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, in their consideration, offered the lowest and best proposal. The City also reserves the right to hold all proposals for 110 days after the opening date, although not accepted or rejected. The work for which proposals are invited consists of the furnishing of all labor, materials, and equipment required for the Membrane Softening Improvements project.
