NOTICE OF 30-DAY PUBLIC COMMENT PERIOD AND PUBLIC HEARING FOR THE FY 2026 ACTION PLAN The City of Springfield has prepared a draft FY 2026 Annual Action Plan and summary that identifies how the City will use federal resources to meet priority community needs. The FY 2026 Annual Action Plan consolidates the application, planning, and allocation processes for federal funds received from the U.S. Department of Housing and Urban Development (HUD) for the administration of Community Development Block Grant (CDBG) funds, HOME Investment Partnerships Program (HOME,) and the Emergency Solutions Grant (ESG) funds. For FY 2026, the City estimates to receive approximately $1,740,154 in CDBG, $439,154 in HOME, and $155,047 in ESG funds. *Note: these estimates are based on the City of Springfield's FY 2025 HUD allocations. The City's FY 2026 Annual Action Plan budget will be adjusted as soon as FY 2026 allocations are announced by HUD, anticipated to be by April 1, 2026. The proposed FY 2026 Annual Action Plan aligns with the City's HUD approved FY 2025 2029 Consolidated Plan priorities which was developed through an analysis of local housing, economic, and community development data and feedback received through community engagement efforts including public stakeholder meetings, resident townhall meetings, and a Community Needs Survey. The draft FY 2026 Annual Action Plan and summary will be available for public review and comment for a minimum of thirty (30) days beginning on March 20, through April 21, 2026 at the City's website: www.springfieldohio.gov. A public hearing will be held to receive comments on the FY 2026 Annual Action Plan. All interested persons are invited to attend. The hearing will be held on Tuesday, April 21, 2026, at 6:45 p.m. at the City Commission meeting located at the Forum of City Hall, 76 E High Street, Springfield, OH 45502. The meeting site is wheelchair accessible and handicapped parking spaces are available. Anyone requiring: (1) assistance due to disability or (2) language translation services should contact the Community Development Department at (937) 324-7380 at least 48 hours in advance of the public hearing. PUBLIC COMMENT: Proposed use of Federal funds is outlined in the draft FY 2026 Annual Action Plan and summary. The documents may be viewed through April 21, 2026, at the Community Development Department, 76 E. High Street, Springfield, OH 45502, and on the City of Springfield's website: www.springfieldohio.gov. Citizens may send written comments to the Community Development Department at the same address or via email to MJones@springfieldohio.gov. All written comments should be received by the Community Development Department by 5:00 p.m. on April 21, 2026. The City Commission will consider the adoption of the FY 2026 Action Plan at the regular meeting of the City Commission on May 4, 2026. The FY 2026 Annual Action Plan and federal application for funding must be submitted to HUD on or before August 15, 2026.
