NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS October 13th, 2025 Butler County, Ohio Department of Development, Community Development Division 130 High Street, 6th Floor Hamilton, Ohio, 45011 513-785-5391 On or about October 21st, 2025 the County of Butler will submit a request to the U.S. Department of Housing and Urban Development (HUD), Region V Office for the release of Home Investment Partnerships Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake a project known as Inclusive Housing Resources New Construction Project for the purpose of the development of multiple microhomes on the parcel currently addressed as 5234 Hester Road. The microhomes will be around 588-800 sqft in size each, will be universally designed single-family homes with 1-2 bedrooms, full kitchens, living spaces, and will be built on a slab foundation. This project primarily targets adults with intellectual and developmental disabilities, as well as their families, for the neuro-inclusive housing initiative. The estimated total project cost will be $3,051,680.00, and $100,000 will be funded by Butler County's HOME grant. The activities proposed are Categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Butler County Administration building located at 130 High Street, 6th Floor, Hamilton, Ohio 45011 and may be examined or copied on weekdays 8 A.M to 5 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Community Development Division at 130 High Street, 6th Floor, Hamilton, Ohio 45011. All comments received by October 20th, 2025, will be considered by the County of Butler prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The County of Butler certifies to HUD that Olivia Linderman in her capacity as Community Development Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Butler to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the County of Butler certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Butler; (b) the County of Butler has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to CPD Director, HUD Columbus Field Office, at CPDColumbusRROF@hud.gov.
