NOTICE OF PUBLIC HEARING Public notice is hereby given that a public hearing will be held pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code") on Tuesday, August 25, 2026 at 8:30 a.m. at the offices of Dinsmore & Shohl LLP at 255 E. Fifth Street, Suite 1900, Cincinnati, Ohio 45202 by the County of Hamilton, Ohio (the "County"), acting by and through the County Hospital Commission of Hamilton County (together with the County, the "Issuer"), regarding the issuance of Hospital Facilities Improvement and Refunding Revenue Bonds in one or more series of bonds (collectively, the "Bonds") in an aggregate principal amount not to exceed $475,000,000, the proceeds of which Bonds will be used to benefit Cincinnati Children's Hospital Medical Center (the "Borrower"). If the issuance of the Bonds is authorized, the proceeds of the Bonds, which will be qualified 501(c)(3) bonds as defined in Section 145 of the Code, will be used to: (a) finance the acquisition, construction equipping, improving, renovation, and reimbursement of Hospital Facilities (as defined in Chapter 140 of the Ohio Revised Code), more specifically, capital improvements on the Borrower's main campus located at 3333 Burnet Ave., Cincinnati, Ohio 45229, in a maximum stated principal amount of $150,000,000; and (b) finance the acquisition, construction equipping, improving, renovation, and reimbursement of Hospital Facilities, more specifically, the construction of a new clinical tower, renovation of current space to increase inpatient beds capacity, one new Operating Room, one new Interventional Radiology room, and an expanded Emergency Department, and additional space for urgent care and ambulatory services at or near the Borrower's Liberty Township campus located at 7777 Yankee Road, Liberty Township, Ohio 45044, in a maximum stated principal amount of $400,000,000; and (c) refund all or a portion of the Issuer's (i) Adjustable Rate Hospital Facilities Refunding Revenue Bonds, Series 2018Z (Cincinnati Children's Hospital Medical Center), dated February 22, 2018 and (ii) Adjustable Rate Hospital Facilities Refunding Revenue Bonds, Series 2018AA (Cincinnati Children's Hospital Medical Center), dated February 22, 2018 (together, the "Prior Bonds"), the proceeds of which Prior Bonds refinanced capital improvements located at: 3333 Burnet Ave., Cincinnati, Ohio 45229, 5638 and 5642 Hamilton Ave, Cincinnati, Ohio 45224, 2808 and 2880 Reading Rd., Cincinnati, Ohio 45206, 3400 block of Burnet Ave., Cincinnati, Ohio 45229, 619, 620 and 630 Oak St., Cincinnati, Ohio 45206, 2800 and 2850 Winslow Ave. Cincinnati, Ohio 45206, 2912 Vernon Place, Cincinnati, Ohio 45219; and (d) pay costs of (i) debt service reserve fund(s), if necessary, (ii) one or more letters of credit or standby bond purchase agreements, (iii) capitalized interest, and/or (iv) costs of issuance and related expenses in connection with the issuance of the Bonds. The capital projects to be financed with the proceeds of the Bonds, and which were previously financed with the proceeds of the Prior Bonds, shall be (and will continue to be) owned by the Borrower. THE BONDS AND THE INTEREST THEREON WILL BE LIMITED OBLIGATIONS OF HAMILTON COUNTY PAYABLE SOLELY FROM THE REVENUES PLEDGED TO THE BONDS. THE BONDS WILL NOT CONSTITUTE AN INDEBTEDNESS OR A CHARGE AGAINST THE GENERAL CREDIT OR TAXING POWER OF HAMILTON COUNTY, THE STATE OF OHIO, OR ANY POLITICAL SUBDIVISION THEREOF. THE FULL FAITH AND CREDIT OF HAMILTON COUNTY, THE STATE OF OHIO OR ANY POLITICAL SUBDIVISION THEREOF WILL NOT BE PLEDGED TO THE PAYMENT OF THE PRINCIPAL OF OR INTEREST ON THE BONDS. The public hearing is required by Section 147(f) of the Code. Interested persons are invited to attend this public hearing and will be given the opportunity to express their views concerning the proposed issuance of the Bonds. Written comments may be submitted to General Counsel to the County Hospital Commission of Hamilton County, c/o Peter Draugelis, Esq., 255 E. Subsequent to the public hearing, the Board of County Commissioners of the County will meet to take the appropriate action required by Section 147(f) of the Code.
